It's best to begin by gathering views and perceptions as widely as possible across your congregation and even beyond. You will probably start by using the checklist or questionnaire with a leadership group of some kind. But you, as the leadership team, will benefit tremendously from listening to all the age groups in the rest of the church (and those around its fringe).
